Maximus Reports Strong FY25 Earnings, Driven by Growth and Investments
Maximus Inc (NYSE:MMS) delivered a strong fiscal year 2025, demonstrating robust revenue growth and improved profitability, according to its recently released earnings report. The company’s financial performance reflects strategic investments, particularly in artificial intelligence (AI) capabilities, and a stable operational environment. Maximus achieved an organic revenue growth rate of 3.9% for the consolidated business, with significant outperformance driven by the US Federal Services segment. This segment experienced a strong 12.1% organic growth rate fueled by high demand in critical domains such as clinical and natural disaster support.
Despite some headwinds, Maximus’s financial results were characterized by a considerable boost in cash flows. The company generated $366 million in free cash flow for fiscal year 2025, reflecting efficient operations and disciplined capital management. The company’s net leverage ratio stood at 1.5 times as of September 30, 2025, indicating a healthy financial position. Maximus also executed a significant share repurchase program, purchasing approximately $457 million worth of shares during the fiscal year.
However, the earnings report also highlighted certain areas of concern and provided forward-looking guidance. Revenue for the US services segment decreased to $1.76 billion from $1.91 billion in the prior year, largely attributable to the completion of pandemic-related support contracts. Furthermore, the operating income margin for this segment contracted to 9.7% compared to 12.9% in the previous year, primarily due to one-time charges related to severance expenses. Revenue for the outside the US segment experienced a decline due to the divestiture of certain business operations, despite a 4.1% organic growth rate in that region.
Looking ahead, Maximus anticipates a mild contraction in revenue for fiscal year 2026 across both its US federal and US services segments. This projection is partially driven by the company’s strong performance during fiscal year 2025, where it exceeded expectations. While the US Federal segment possesses the most substantial near-term pipeline, the company expects this segment’s revenue to decelerate. Nevertheless, all three of Maximus’s segments are anticipated to maintain slightly higher profit margins than in the prior year, thanks to ongoing technological deployments, automation initiatives, and ongoing cost management programs. Capitalized software projects are now operational, leading to higher depreciation and amortization but lower capital expenditure.
Key strategic insights were gleaned from a detailed exploration of the earnings call. CFO David Mutryn emphasized that the company is prioritizing investments in high-quality companies, particularly within the US federal market, with a focus on defense and national security. Maximus is actively seeking companies with compelling access to customer relationships, technical capabilities, and business systems. The CEO, Bruce Caswell, pointed to the company’s position in addressing SNAP payment error rates, highlighting engagement with state customers regarding compliance with Medicaid and SNAP requirements. Furthermore, Maximus is monitoring potential impacts from government shutdown funding extensions. The company anticipates operating smoothly through Q1 FY26, given that most programs are deemed essential services, and only a few employees were affected. The company’s capital allocation strategy prioritizes disciplined deployment for high-quality companies that create new growth platforms, particularly in the US federal market. Maximus is strategically investigating opportunities relating to the “Big Beautiful Bill,” actively collaborating with state partners to address SNAP payment error rates and implementing technology solutions. The company’s robust pipeline, valued at $51.3 billion as of September 30, 2025, underscores its long-term growth potential.
