Crypto Execs Flock to DC to Lobby for Life-or-Death Stablecoin Bill Vote
Crypto Founders Gather in Washington, DC, to Support Stablecoin Bill Ahead of Expected Vote
The cryptocurrency industry is rallying in support of a stablecoin bill that initially failed in the Senate. According to Brian Armstrong, CEO of Coinbase, as many as 60 crypto founders gathered in Washington, DC, to meet with lawmakers and express their support for the Guiding and Establishing National Innovation for US Stablecoins, or GENIUS Act.
The GENIUS Act is being considered in the Senate, and a draft of the market structure bill is moving through the House of Representatives. Armstrong posted about the gathering on May 14 from the US Capitol rotunda, stating that there is still time to make progress on the bill. He emphasized the urgency of passing legislation to regulate stablecoins, which are digital assets pegged to the value of a traditional currency.
The Senate previously failed to pass the GENIUS Act on May 8 due to lack of support from Democrats. However, with many Democratic lawmakers present in Washington for their recess week, there is a second chance to secure enough votes to advance the bill. A vote could take place as early as tomorrow, although it remains uncertain whether supporters will have the necessary backing.
Armstrong expressed optimism about the negotiations taking place behind the scenes between lawmakers and industry representatives. He stressed that "like any good negotiation," there are still many details to work out before a final agreement can be reached.
Democratic Lawmakers Express Concerns Over Trump-Related Investments
The passage of crypto-related legislation is contingent on addressing Democratic concerns over US President Donald Trump’s financial interests in digital assets. Many lawmakers have expressed reluctance to support the bills without ensuring that Mr. Trump does not profit from his ventures, such as the TRUMP meme coin and World Liberty Financial.
A Congressional staffer spoke with Cointelegraph about the matter, stating that there has been no indication that Republicans plan to address these concerns. Another person familiar with the situation pointed out that attempting to do so would be unconstitutional.
While it is unclear how the ongoing controversy will affect the bill’s chances of passing, both chambers of Congress are working towards creating favorable conditions for the approval and implementation of stablecoins in the US market, despite Republicans holding a slim majority.
The Path Forward: Will There Be Bipartisan Support?
With Republicans set to hold onto their current majorities heading into 2024, it appears increasingly likely that bipartisan consensus will be essential for any crypto-related legislation, including the GENIUS Act and related bills. Before the 2024 election, a few Democrats surprisingly voted alongside Republicans in support of clarity-focused regulations on cryptocurrencies.
Should Senate supporters decide to press ahead with a vote as is without any amendments or added carve-outs for Mr. Trump, it remains uncertain whether they would be able to secure enough support from both sides to prevent delays or outright rejection by failing to meet the 60-vote threshold necessary to override hypothetical potential filibusters and avoid delays.
Representative French Hill on Building Consensus
Despite the high-profile controversy surrounding President Trump’s digital assets investments, Representative French Hill has expressed caution against focusing solely on partisan politics. In a recent interview during the Consensus conference in Toronto held last week, he emphasized that constructive lawmakers "behind the scenes" are working towards consensus-building efforts.
Although it is still early to predict whether these collaborative initiatives will yield satisfactory results for both parties involved and their constituents, Hill underscored the commitment from many of those inside Capitol Hill circles on finding common ground despite obstacles arising from differing interests.
Navigating Regulatory Uncertainty
As lawmakers delve deeper into discussions about regulating stablecoins, regulators are weighing options that offer clarity on market regulation. Meanwhile, investors in US-based stablecoin projects may find themselves questioning whether continued market stability can be reliably maintained amidst uncertainty surrounding the ongoing regulatory debate and related legislation being considered by Congress.
However, some advocates suggest there is still a window of opportunity for bipartisan cooperation leading to the passage of significant regulations that provide much-needed security and market discipline within the digital assets space.
