OKX Returns to US Market After $505M Settlement

Announced in a blog post on April 16th, the exchange’s reentry is spearheaded by former Barclays director Roshan Robert, who has been appointed as the US CEO. Robert’s announcement detailed the immediate launch of OKX’s centralized crypto exchange and OKX Wallet within the United States, coupled with the establishment of a new regional headquarters in San Jose, California. This move represents a calculated effort to tap into a substantial and increasingly regulated market, aiming to provide a superior user experience compared to existing platforms. Rather than a full-scale rollout, OKX will initially onboard new customers through a phased approach. Dmytro Yasmanovych, compliance services lead at Hacken, explained that the firm goes beyond simple proof of reserves by reconstructing and verifying OKX’s liabilities using zk-STARK circuit technology with official tools and reviewing 21,000 user proof files individually. Furthermore, the firm verifies wallet control by the company through signature checks. This meticulous approach demonstrates a strong commitment to financial integrity and addresses concerns often raised within the cryptocurrency community regarding asset security.
The company’s reentry comes after a period of significant challenges and regulatory scrutiny. Following a federal probe, OKX admitted to operating an unlicensed money-transmitting business in violation of US Anti-Money Laundering laws. As a consequence, the exchange agreed to pay $84 million in penalties and forfeited $421 million in fees earned primarily from institutional clients. In response, OKX hired former New York Governor Andrew Cuomo to advise it and acknowledged the need for enhanced compliance efforts.
